Jil Simon

Former Debevoise & Plimpton associate Jil Simon joined the Foreign Corrupt Practices Act unit in January as a trial attorney. 

Simon was at Debevoise from 2015 to 2019. She worked alongside Debevoise of counsel Colby Smith and partner Jane Shvets while the firm carried out an internal investigation for Mobile TeleSystems (MTS) into allegations of bribery.  

In 2019, MTS paid $850 million to resolve FCPA charges in what was one of the largest fines ever imposed in the history of the statute. The Moscow-based telecommunications company’s March resolution resolved a long-running investigation into bribery in Uzbekistan. 

Simon also represented Tysheem McGregor as he appealed his 2017 New York conviction for attempted murder and other related charges. McGregor was prosecuted for attempted murder in four shootings, and was alleged to be an East Harlem gang member involved in a turf war. McGregor’s conviction was thrown out in November by a New York appeals court because of a romantic relationship which developed between a government witness from the rival gang and a juror on the case.

Prior to private practice, Simon was a law clerk at the US Court of Appeals for the Third Circuit between 2014 and 2015. Simon earned her law degree from Yeshiva University in New York in 2013.
