World Bank prefers to settle fraud and corruption cases, official says

Speaking at the American Conference Institute's 32nd annual International Conference on the Foreign Corrupt Practices Act, Steve Zimmerman, the director of operations at the World Bank's investigatory arm, said that the best way to get a favorable settlement with the bank is to start negotiating early.
