Investors in a failed offshore drilling project in Brazil have accused the country’s state-run oil company, Petrobras, of trying to dodge a civil lawsuit in Washington, DC, on technical grounds, instead of facing up to what they said was its undeniable participation in a years-long corruption scheme.
