David A Kagan-Kans
David Kagan-Kans is a senior investigations counsel in the SEC’s FCPA unit, based in Washington, DC. He has been with the commission since at least 2004, according to public records. In 2009, he was listed as a deputy assistant director in the SEC’s enforcement division.
That same year, Kagan-Kans was involved in an enforcement action brought by the SEC against Ernst & Young (now EY) and six of its current and former partners for issuing unqualified audit opinions of a Chicago-based fitness centre operator. The accounting firm agreed to pay US$8.5 million to settle the probe.
Kagan-Kans also assisted in civil litigation against four principals of Beacon Hill Asset Management, a hedge fund, who the SEC said defrauded investors of more than US$300 million. The four principals settled the charges in 2006.
