Catherine Wimberly Brilliant
Catherine Brilliant is a senior counsel in the SEC’s FCPA unit in Los Angeles.
Brilliant went to high school in Falls Church, Virginia, before going on to study at undergraduate level at the University of Virginia in Charlottesville.
She studied law, however, on the West coast, enrolling at Stanford School of Law and graduating in 2000.
Admitted to the California state bar in 2004, Brilliant joined the SEC in 2005. In 2014, she worked on the SEC and DOJ’s joint FCPA settlement with life sciences company Bio-Rad Laboratories, which agreed to pay US$55 million for violations in Russia, Thailand and Vietnam.
While the settlement drew a line under the matter for US authorities, Bio-Rad is still dealing with the fallout in late 2016. Sanford Wadler, the company’s former general counsel, claims he was wrongfully dismissed in 2013 for raising concerns of FCPA violations in China, which Bio-Rad then tried to play down to the authorities. Bio-Rad, meanwhile, contends that it fired Wadler for “erratic and abusive” conduct.
