SEC issues administrative proceedings guidance

Following a series of lawsuits challenging the US Securities and Exchange Commission's (SEC) use of administrative proceedings to conclude investigations, the agency has published guidance on how it decides to send cases to its internal administrative court, instead of federal courts.
