Cooperation is just one element of mitigation, Caldwell reminds companies

Companies that want to receive favourable settlements should voluntarily self-disclose to the DoJ before an enforcement investigation is imminent, cooperate with the probe by providing prosecutors with information about individual culpability, and address any compliance failings quickly, Leslie Caldwell has said.
